The Case For Manila

Metro Manila is the undisputed centre of everything in the Philippines. The best hospitals are here. The best international schools are here. The most direct international flights are here. The widest selection of international food, goods, services and entertainment is here. If you need to be connected to the business world, the government, or the global economy, Manila is the only serious option.

The BGC (Bonifacio Global City) district in Taguig has become the preferred neighbourhood for most expats — a modern, walkable, relatively safe enclave with excellent restaurants, good gyms, reliable power and fast internet. Makati is the traditional financial and expat hub, slightly older but extremely well serviced. Alabang in the south is popular with families for its quieter suburban feel and good international schools.

Healthcare: The best in the country. St. Luke's Medical Centre BGC, Makati Medical Centre and The Medical City are internationally recognised hospitals with facilities and specialists you simply cannot find elsewhere in the Philippines.

International connections: NAIA connects to virtually everywhere, though the airport experience is notoriously stressful. Clark International Airport in nearby Pampanga is a good alternative for many routes.

Expat community: Enormous. Every nationality is represented. Expat social networks, international clubs and communities of every type exist here.

Casinos and Gaming

Manila has the most impressive casino scene in Southeast Asia outside of Macau and Singapore. Entertainment City on Manila Bay is home to four integrated resort casinos — Solaire Resort, City of Dreams Manila, Okada Manila and Resorts World Manila — that rival Las Vegas in scale, quality and spectacle. These are world-class establishments with table games, slot machines, luxury hotels, fine dining, international entertainment venues and swimming pools. Okada Manila's dancing fountain alone is one of the most spectacular free shows in Asia.

Resorts World Manila near NAIA Terminal 3 is particularly popular with expats for its combination of casino, cinema, shopping and dining all under one roof.

For expats and visitors who enjoy casino gaming, Manila is genuinely world-class and no other city in the Philippines comes close to this level of casino entertainment.

Golf

Metro Manila has several excellent golf courses including Manila Golf Club — one of the most prestigious in Asia — Wack Wack Golf and Country Club, Valley Golf and Country Club and Riviera Golf and Country Club. Many are private membership clubs but several welcome visitors and visitors sponsored by members. Green fees at accessible courses range from ₱2,000 to ₱6,000 for visitors.

Entertainment and Nightlife

Manila is the only city in the Philippines where you will find Broadway touring productions, major international concerts and world-class entertainment events on a regular basis. The Mall of Asia Arena hosts major international artists — acts that would fill stadium venues in the USA, UK and Australia regularly perform in Manila. The Philippine Arena in Bulacan is one of the largest indoor arenas in the world.

BGC has a thriving restaurant and bar scene with every cuisine imaginable. Makati's Poblacion neighbourhood is the most vibrant nightlife district in the country. The restaurant and bar quality at the Manila casino resorts is genuinely excellent and rivals five-star venues anywhere in the world.

The Case Against Manila

Traffic. Manila has some of the worst urban traffic congestion in Asia. A 10-kilometre journey can take 5 minutes at 6am or 2 hours at 6pm. The mental and physical toll of Manila traffic on daily life is significant and consistently cited by expats who eventually leave as the primary reason they did so.

Cost of living in BGC and Makati is significantly higher than anywhere else in the Philippines — and for many expats the premium does not feel worth it when they realise they are spending equivalent to Western prices for a lifestyle that could be had elsewhere in the Philippines for half the cost.

Bottom line: Manila is essential if your reason for being in the Philippines is business, career or world-class entertainment. For lifestyle expats and retirees seeking peace and value it is usually not the best choice.


Cebu City

Best for: Those who want urban conveniences without Manila's extremes — and beaches within easy reach

The Case For Cebu

Cebu is the Philippines' second city and arguably offers the best overall balance for expats. It has genuine city infrastructure — good hospitals, international schools, reliable services, a growing expat community — without the soul-crushing traffic and scale of Manila.

The IT Park area has become a thriving hub for young professionals, digital nomads and expats with excellent cafés, co-working spaces and restaurants. Lahug and Banilad are popular residential areas. Cebu's central location in the Visayas puts the islands of Bohol, Malapascua, Moalboal and Bantayan within a day trip or short ferry ride.

Healthcare: Chong Hua Hospital and Cebu Doctors' University Hospital are both excellent by Philippine standards.

International connections: Mactan-Cebu International Airport has direct flights to Singapore, Hong Kong, Seoul, Tokyo and Kuala Lumpur plus good domestic connections.

Casinos and Gaming

Cebu has a growing casino scene. Major concerts occasionally come to Cebu though nothing on Manila's scale. The city's food scene is genuinely excellent — Cebu is famous throughout the Philippines for its lechon.

The Case Against Cebu

Traffic in central Cebu has worsened significantly and approaches Manila-like congestion during peak hours. Cost of living is higher than provincial options and has been rising steadily.

Bottom line: Cebu is the best all-round city for most expats — infrastructure, lifestyle, beach access and expat community in one package.


Davao City

Best for: Those who prioritise safety, cleanliness and a quieter city lifestyle

The Case For Davao

Davao consistently ranks as one of the safest cities in Southeast Asia. The city is clean, well-organised and has noticeably better infrastructure and public services than many Philippine cities. Cost of living is very attractive and fresh produce is extraordinarily cheap and of superb quality.

Healthcare: Southern Philippines Medical Centre and Davao Doctors Hospital provide good quality healthcare.

Climate: Davao falls outside the typhoon belt — one of the very few major Philippine cities largely safe from typhoon impact. A significant advantage for peace of mind.

Waterfront Insular Hotel Davao has a casino that is popular with local expats and business travellers. The casino scene in Davao is modest compared to Manila or even Cebu but it exists and is accessible. PAGCOR-licensed casinos operate in the city.

Golf

Davao has several golf courses including Apo Golf and Country Club — one of the most scenic in Mindanao with views of Mt. Apo — and Rancho Palos Verdes which is popular with expats in the area.

Entertainment

Davao has good shopping malls, a growing restaurant scene and a lively night market at Magsaysay Park — one of the best night markets in the Philippines for street food and local products.

The Case Against Davao

The expat community is smaller than Manila, Cebu or Angeles City. Some prospective expats have concerns about broader Mindanao security — Davao City itself has a strong safety record but research current conditions carefully.

Angeles City / Clark

Best for: Western expats who want a large established expat community, low costs and excellent Clark airport access

The Case For Angeles City

Angeles City is arguably the most established Western expat hub in the Philippines outside Metro Manila. The area has a large long-standing community of American, Australian, British and European expats. Clark Freeport Zone offers modern facilities, clean roads and Clark International Airport with direct flights to Singapore, Kuala Lumpur, Hong Kong, Macau, Seoul and Tokyo.

Cost of living is very competitive. A comfortable one-bedroom apartment from ₱10,000 to ₱18,000 per month. The Bureau of Immigration Clark office is one of the most efficient in the country.

Healthcare: Good private hospitals in the area with Metro Manila 60 to 90 minutes away for complex cases.

Casinos and Gaming

Angeles City and Clark are home to some of the best casino facilities outside Manila — and for many expats living in the area the casino scene is one of the city's genuine highlights.

Widus Hotel and Casino in Clark Freeport Zone is a world-class integrated resort casino — modern, spacious, well-run with a full range of table games and slots, a luxury hotel, several restaurants and regular special events. It is easily one of the best casinos in the Philippines outside of Entertainment City Manila and is enormously popular with the Clark expat community.

Royce Hotel and Casino in Clark is another well-regarded option, particularly popular with Japanese and Korean visitors. Hann Casino Resort is the newest and largest casino resort in the Clark Freeport Zone — a genuinely impressive development with extensive gaming facilities, multiple restaurants, a hotel and entertainment venues.

For expats who enjoy casino gaming, Clark's concentration of quality casinos is a significant lifestyle advantage that is often underestimated when comparing cities.

Golf

The Clark Freeport Zone and surrounding Pampanga area have some of the best golf facilities in the Philippines. Mimosa Golf Course inside Clark is famous — a beautifully maintained course with a strong reputation among Philippine golfers. Clearwater Golf and Country Club in Mabalacat is another excellent option. The Lakes Golf Club in Alviera, Porac is one of the most scenic in Central Luzon. For golf-loving expats, Angeles City/Clark may offer the best combination of course quality, variety and value in the country.

Entertainment

Angeles City has a lively entertainment district and nightlife scene that has long attracted expats and tourists. The bar and restaurant scene is well developed for a provincial city. Live music venues, sports bars and international restaurants are abundant. The KTVs and entertainment venues in the area are well known throughout the expat community.

The Case Against Angeles City

The city center has a visible entertainment district heritage that some expats find off-putting. Infrastructure away from Clark is variable. Beach access requires 1 to 2 hours of travel.

Bottom line: Angeles City/Clark is ideal for Western expats who value a large established community, world-class casino entertainment, excellent golf, low costs and Clark airport access.


Baguio City

Best for: Those who want cool climate, mountain scenery and a university city atmosphere

The Case For Baguio

Baguio sits at 1,500 metres above sea level and offers something unique in tropical Philippines — a genuinely cool climate. Average temperatures from 14°C to 23°C year-round. You will sleep under a blanket. For expats from cooler countries who struggle with Philippine heat this is revelatory.

The city has a creative, intellectual atmosphere. Artists, musicians, writers and academics are well represented. The surrounding Cordillera offers extraordinary trekking and the rice terraces of Banaue are a day trip away.

Casinos and Gaming

PAGCOR Baguio Casino operates in the city and is a well-established venue popular with both locals and visitors. The cooler climate makes a casino evening in Baguio a particularly pleasant experience. The casino is not on the scale of Clark or Manila but is a legitimate and active gaming venue.

Golf

Camp John Hay Golf Club inside the former American military reservation is one of the most unique golf courses in the Philippines — a beautifully maintained mountain course surrounded by pine trees at cool elevation. Playing golf in Baguio's cool air is a completely different experience from the sweaty rounds endured at sea level. Widely considered one of the most enjoyable rounds in the country.

Entertainment

Baguio has a strong café culture, good live music scene and excellent arts scene. Burnham Park is the social heart of the city. The Baguio Night Market on Harrison Road is excellent for local crafts, food and atmosphere. The Case Against Baguio

Serious infrastructure limitations — single road in and out creates epic traffic jams on weekends and holidays. Healthcare limited compared to major cities. Small expat community.

Iloilo City

Best for: The discerning expat who wants outstanding quality of life, very low costs and genuine Filipino community

The Case Against Iloilo

Small expat community. Limited international flight options. Requires more self-sufficiency than larger expat hubs.

Bottom line: Iloilo is for the adventurous self-sufficient expat who wants genuine value and quality of life without the expat bubble.


Dumaguete

Best for: Retirees and long-stay expats who want community, affordability, excellent diving and a genuinely relaxed pace of life

The Case For Dumaguete

Dumaguete — the City of Gentle People — sits on the southeastern coast of Negros Oriental and has built one of the most beloved expat communities in the entire Philippines. It is not the most glamorous city, not the best connected and not the most modern, but expats who choose Dumaguete tend to stay and they will tell you emphatically that they made the right choice.

The cost of living in Dumaguete is among the lowest of any expat destination in the Philippines. A comfortable lifestyle here costs significantly less than anywhere else on this list. Excellent restaurant meals cost a fraction of what they would in Manila. Comfortable apartments are available for ₱6,000 to ₱15,000 per month.

Dumaguete is a university city — Silliman University is one of the oldest and most prestigious in the Philippines — which gives the city an intellectual, youthful energy and a high level of English proficiency among the local population.

The diving at Apo Island Marine Reserve just offshore is world-class — consistently ranked among the top ten dive sites in Asia. Sea turtles, pristine coral and extraordinary marine life in waters you can reach in 45 minutes from the city.

The Dumaguete expat community has a warmth and closeness that larger expat hubs often lack. The community is tight-knit, welcoming to newcomers and socially active. Expat social groups, clubs and regular gatherings make it easy to build a social life quickly.

Healthcare: Silliman University Medical Center and Holy Child Hospital serve the city. Quality is reasonable for a city this size but serious cases require travel to Cebu — approximately 2 hours by fast craft.

International connections: Sibulan Airport has domestic connections to Manila and Cebu. Not ideal for frequent travellers but manageable.

Climate: Generally good weather. Located in a rain shadow that gives it less rainfall than much of the Visayas. Typhoon risk is present but lower than many other areas.

Casinos and Gaming

Dumaguete has a PAGCOR casino in the city that is active and well-patronised. The scale is modest — this is not Entertainment City — but for casual gaming it is perfectly enjoyable and the atmosphere is friendly and relaxed. Many expats enjoy the casino as a social venue as much as a gaming one.

Golf

Dumaguete City Golf Course and courses in the surrounding area offer affordable golf in a beautiful setting. Green fees are among the cheapest of any established city in the Philippines.

Entertainment

Dumaguete's main boulevard along the seafront is the social heart of the city — an excellent place for evening walks, casual dining and people watching. The café and restaurant scene is surprisingly good for a city this size with a range of international and local options. The Dumaguete Boulevard Night Market is excellent.

Water sports — diving, snorkelling, island hopping to Apo Island, whale shark watching in nearby Oslob — are the main entertainment draw and they are exceptional.

The Case Against Dumaguete

Small city infrastructure means limited options for medical care, entertainment variety and international goods. For expats accustomed to city life the limited scale can feel restrictive. Getting in and out of Dumaguete for travel requires routing through Cebu or Manila.

Bottom line: Dumaguete is for the retiree or long-stay expat who has done their research and is ready to settle. Low cost, strong community, world-class diving and a genuine quality of life that its residents defend passionately.
